I thought a saint is already in heaven after death. So how can the Vatican, who are all imperfect men, determine who gets to be a saint?

"The Pope said in July that he would canonize his two predecessors, after approving a second miracle attributed to John Paul."
Question: Can a dead person work miracles?
Ecclesiastes 9:10 "... for there is no work, nor device, nor knowledge, nor wisdom, in the grave, whither thou goest."
Psalms 146:3-4 "Put not your trust in princes, nor in the son of man, in whom there is no help. His breath goeth forth, he returneth to his earth; in that very day his thoughts perish."
Ecclesiastes 9:5-6 "For the living know that they shall die: but the dead know not any thing, neither have they any more a reward; for the memory of them is forgotten. Also their love, and their hatred, and their envy, is now perished; neither have they any more a portion for ever in any thing that is done under the sun"
Even King David is not in heaven.
Acts 2:29 "Men and brethren, let me freely speak unto you of the patriarch David, that he is both dead and buried, and his sepulcher is with us unto this day."
Acts 2:34 "For David is not ascended into the heavens...."
A history of error
Satan was the first to preach the human soul is naturally immortal. He said to Eve, "ye shall not surely die" Genesis 3:4.
The Egyptians were the first to assert the doctrine that the soul of man is immortal (Herodotus, Greek Historian 484-425BC)
Plato (427-347BC) taught that the soul is divine, uncreated, immortal and passes through many incarnations.
Tertullian (AD 160-240) Bishop of Carthage advanced the idea of the soul's natural immortality, and of ceaseless torment of the loss.
Our hope of eternal life should not rest on the heathen concept of the immortality of the soul as taught by the ancient pagan philosophers, but should instead rest on the sure word of Scripture.

Are all miracles from God?
Let's not forget Satan never sleeps. If we choose not to believe God's word, we have chosen his word by default.
2 Corinthians 11:14-15 "And no marvel; for Satan himself is transformed into an angel of light. Therefore it is no great thing if his ministers also be transformed as the ministers of righteousness; whose end shall be according to their works."
