Kuffour ensured freedom of speech, brought the national youth employment scheme,raised ghana from HIPC to lower middle income economy, and many many more. NDC has been on the spot light as a ruling government for a total of about 25 years, there is not even one single developmental project, not even one... come on and how foolish can anyone be to do nothing but insult such a statesman? 1) How do you pay for it Negro, since Ghana can't even adequately cater for the 275 MPs it has and should they be elected or appointed like MMDCEs and members of the Council of State?
2) Will that mean ABOLISHING the Council of State or do we need two upper houses?
3) Why not Ghana FOCUSES on and POLISHES what we already have?
(A) Banning MPs from being ministers in the executive branch (huge conflict of interest); &
(B) Allowing the PEOPLE, but not Presidents, to vote for the PEOPLE's MMDCEs.

When they sell lands or plots and use the peoples money to marry as many wives as they want and not even thinking of putting up markets, town halls etc; for the peoples used, what makes them think that they can be good members of these said chambers? Will they agree to be vetted and are they prepared to take all the insults the people will pile upon them?
Is the country, at this time ready for this ''so-called second chamber'' when teachers are not paid and Doctors are asked to go fend for themselves.

There will be a conflict of interest for chiefs to be allowed to sit in any second chamber. They already have a traditional role to play such as being custodians of our culture and land. It is a role that some of them are already abusing such as selling our lands and pocketing the proceeds.
Strengthening the existing legislature with additional powers will be better than creating an additional chamber. We already have dinosaurs in the name of the council of state. We don't want another one. The wage and resource bill that will go with a second chamber cannot be justified.
If our retired politicians want a voice in the running of our dear country, they can do so in individual capacities as they are already doing. Until our institutions become stronger and relevant like in the West, I don't think we are ready for a second chamber. A second chamber will also just be another avenue to perpetuate corruption and stall the decision making process of the executive and legislative arms of government. Let’s make our existing institutions work first then we can think of adding more dinosaurs.
Even the United Kingdom, the seat of democracy is doing away with hereditary peers in the house of Lords.
I can understand the nostalgia President Kuffour might be habouring. Indeed the trappings of power are difficult to relinguish but he has served his time and stepped aside. He should remain there and let the youth take over where he left off.

The Second Chamber idea is a very good way at this juncture in our history to govern our country. Like the free SHS idea that was proposed by Nana Akufo-Addo during the 2012 election campaign, the second chamber idea is traceable to Kwame Nkrumah. (Please see his autobiography, pg.242.
It is true our chiefs are now more educated than when Nkrumah was ruling Ghana.
If they are to play any significant role in the second chamber, they must first become computer literate. ICTing chieftaincy - all the chiefs now - will help them to play a greater uptodate role in the governance of the nation.

I have said before that institutions set up by humans will be applicable if those humans who set it, will allow it to work they way it is supposed to be else, we should forget it. Look, we have been independent for over five decades, what have we done that shows that we are truly independent? Fact is, our budget is being supported by donor nations and does it make sense yet, we find it convenient to pay hefty amount of $50,000 each to our parliamentarians every four years and what sense does it make? How many parliamentarians do we have?
This suggestion by Kuffour is laudable but it will be another waste of taxpayers money. Those who will sit in that house will be similar to a rubber stamp which will not benefit the average Ghanaian.
Nkrumah made that suggestion which is fine but look at the life of the nation after 1966? We can't even operate a national airline which is very disgraceful and insulting to us.

Illegal sale of stool lands, ritual murders, drug trafficking, just to name a few. Some have even been chased out of their traditional areas by their sudjects. After suffering all these humiliations, they now looking to salvage their sunk images at the national level. Yes, there may be the need for a second chamber but this not a time to add more pressure to the national purse. These chiefs, sources have it will always demand monies for even attending national events such as independence day celebrations. Enough of the leeching

We can afford it if Government cut off corruption and unscrupulous unfounded "Wayome" payments and Officials stacking millions of dollars in foreign Banks.
Every politician and government Official I know is paying thousands of US dollars to educate their children in the USA and Great Britain. You will be surprised how much it cost per child and these government Officials salaries.

I have long written in Traditional Congress Political Party manifesto about the need establish a second Chamber consisting of representatives of National House of Chiefs. This, I wrote should be elected by individual Kingdoms. Idea is open to debate.
Unfortunately, my political partner corrupted our initiatives by accepting bribes from some NDC quarters and endorsed NDC during President Atta Mills first campaign. This was done behind my back. Consequently, I was forced to deny TDC endorsement of NDC through Chronicles news paper. My action killed TCP to take off.
The idea is brilliant and must be explored. I have a lot to publish in support. I may consider to do so in the near future.

The Council of State are often just following the governments opinion because they only consist of the majority members.
So or change Council of State in to house of chiefs or lords, or start 2nd house and cancel Council.

Certain provisions in the 1992 constitution constrain performance of our parliament.
Kufuor knows he enjoyed tremendous executive power well over the power of the parliament. During his 8 years in office Kufuor did not complain about performance of parliament; why now?

Chiefs are worse politicians and will worsen the already politicised arena. Lets take our time and go through the constitution and it will be clear that all identifiable bodies have been given the right and priviledge to be involved in decision making including chiefs. what we need now is a really independent press and independent strong civil societies. We need to build a professionally strong civil society to monitor the happenings in the judiciary, the press. We need a body to lead a crusade on redirecting our enegies on production and away from vile politics. What bodies can send the though and soul of the country away from the abuse we are making of freedom of speech.We are now a country of highly educated illiterates. Every illiterate lawyer or fresh unemployed gradute wants to be in the national light and therfore utters clearly useless statment only for the ever unprofessional press putting this person in the lime light. No matter what structures we create, in so far as they are going to be occupied by missionless ghanaians we wont get anywhere. Leave the chiefs where they are. they have a well paid, strong bodies from the regional house to the national house of chiefs and can influence affairs if they are well organised and focussed.

I think it's a great idea but I don't think Ghana has the money for that. It will be a waste of money because whoever is elected to the upper chamber will equally be corrupted as what we currently have.
