First of all we must all know that there is nothing like absolute freedom and to say notification has the same effect as permit is preposterous. you must also know that the power given to the police to call for the postponement of any special event is absolute in the sense that the organisers can refuse the order of the police unless the police go to court to restrain them.

By the virtue of police heads being appointed by the head of government being the president then police permits should merely be informed and not seek permit as pertains in the UK.good piece lawyer.
