  1. Ghana has no policy (vision)which unfortunately cannot be done now because of the extreme polarization. The vision 2020 failed because of Rawlings exclusion during its development. All the important bodies were excluded and it came to a point where the whole document became bullshit. This is one of the greatest evils JJ Rawlings committed against Ghana. So were are in the wilderness
  What you exactly described Is called policy and medium term planning. It is not only the health sector, that is what is done across all ministries and departments if you have a plan!. So we are in the wilderness going nowhere and led by a blind leader. What a painful and awful situation we find ourselves
