Let this Minister be told frontally without any euphemism that where she had even supposedly edited the speech that she was to read, the most wise thing she ought to have done was to read through the edited speech again before proceeding to read same at the forum. By that she could have noticed this oddities that she complained about at the programme. What she did at the forum was a clear case of a Minister who came to the forum ill prepared because she had not put a finality to the dotting of her "i"s and the crossing of her "t"s. She should check and learn from persons of old like PV Obeng and others. These former ministers of state had their speeches written for them but they ensured that they mastered them so well that they could proceed to deliver them as if they were being delivered extempore. How can a Minister come and embarrass herself so much and more or less scandalize her ministry creating the impression that somebody was there to sabotage her and then turn round to accuse others of misogyny and all The big english. Indeed she is not being criticized because of her sex or her terribly huge disposition but because she is embarrassing all of us as Ghanaians. What will other nationals think of us if we have such a person being given ministerial appointment? And she rather has the guts to come attacking!!! He'll no! I learned very early that when one gives an apology for a thing like that, it is good etiquette to give a reason! She gave an honest reason for not reading the speech given to her, not tell a lie. Good grief! And for that, she is being insulted and called all kinds of names, for not lying? It shows how mentally warped, devious and corrupt you yourselves are to expect her to lie! She is no liar like you blokes! Yes, she has every right to reprimand and shame subordinates who mess up under her. What about if she had returned to the Ministry, sack or suspend the person responsible and the story appears in the press? Any difference?
For once, we have someone who is very transparent, who says it like it is, not the so-called old, experienced, corrupt, "thieves and thiefettes" that walk the corridors of office! And, all you jerks can think of is to be insulting her in your parochial, ignorant ways.
Do you blokes really have any idea how those speeches for Ministers, bosses get produced? For many years, I watched my father sat up late writing those speeches to be delivered the next day or during the week. When I was in Legon, I also started assisting him before I got fed up (I hated it when I read in the papers what we spent time to write being attributed to someone else's father) and it was left alone to my in-law who lives with us to assist him, if necessary, until we banned him from bringing such work home simply to be done more efficiently than the staff in the office. Well, it involved a lot of accounting work touching on govt directives to exporters and importers on duties and taxes. If you blokes have a clue how much is entailed in doing that, and getting that right on time, you'd realise that Ms Hammah no doubt didn't have the time to read through again what she sent back for the corrections she pointed out to be made. She must trust that her staff are dependable and can deliver what she expects of them, something which they were definitely not doing, which was a headache for my dad. She's got a high standard which they were not meeting and she let out her frustrations in public, thus breaking a civil service protocol.
But breaking protocol is perfectly right as a political tool to make a point and draw attention to a nagging issue: the canker of mediocrity and incompetence in the public service which we all bemoan. She has indeed provided an "innovative intervention in the governance process". Civil servants who failed to deliver risk public shame and shall henceforth be on tenterhooks to deliver.
The whites who handed us those anonymity of civil servants principles had to evolve them over decades of try and error. A reading of the political history of those countries will make many of you shocked at what was going on!
Get off the back of the lady, you ignorant fools! She is certainly above your mediocre and morally bankrupt class!

"On the goof of the Deputy Minister"
The Late President Mills, during his term, gracefully opened the doors of political office to young people of our dear nation to have the opportunity to learn and contribute their bit to advancing the course of democratic governance in our republic.
The public response to President Mills’s gesture was equivocal - he was hailed and criticised simultaneously by sections of the civil society. Out of the numerous attacks thrown at him, perhaps the stickiest was the “Team B government” comment.
President Mahama, since being sworn into office in January 2013, had pursued a similar policy of appointing the youth in his government, just as his predecessor. Opinions continue to differ as to the appropriateness of this policy. In our opinion the best judges of this policy will be the record/performance of the beneficiaries of this policy in frontline politics.
Whilst a number of young people in government have dispensed their duties fairly satisfactorily, a few of these young appointees, for God’s sake, have not justified their holding of frontline political office. Hon. Ms. Victoria Hammah and a few others who for want of time would not be brought into the present discussion makes us wonder if this policy actually empowers the youth or rather ridicule our beloved Nation. Let us take a closer look at the recent goof of the Deputy Minister.
Political office requires a lot of tactfulness, diligence and a deep sense of judgment. All of which, we cannot vouch that the young lady possess at the moment (she may acquire some or all of these attributes latter in her career).
We saw the video which was posted by myjoyonline on 9th August and we completely felt a bash about such a goof in front of the cameras. Yes, a few mistakes are acceptable before the cameras by politicians but not of such grave nature. Let us go into the matter proper to examine the real import of the goof. The goof, in terms of its intensity, in musical terms, appeared in a crescendo. The more it lasted, the greater the intensity became! We attempt to divide into four parts and categorise them as A, B, C and D.
The first part (A) was the fact that her long pause, upon her recognition of whatever mistakes in the speech, gave her away. She demonstrated her inexperience by showing to the audience that there was a huge problem. Since the audience had no idea of what the speech purported to say, could she have arrested the mistake which she alone was privy to, at least at the time?
The next part of her goof (B) was that upon her recognition of the problem she, out of sheer desperation, wanted to save her credibility by quickly shifting the blame of the mishap unto her aide in front of the audience. This was absolutely trite and unprofessional. “sssss, where is the speech I edited, this is not the speech I edited. No, I can’t read this.”
By so doing, she ended up not absolving herself from blame but rather intensified it. First, by her complaint, she sought to demonstrate to her audience, the incompetence of her staff but it revealed on another level, her own lack of diligence in cross checking the speech before coming to the podium to read it.
Because after purportedly editing the speech earlier in the morning, it is not logical for her to claim that the next time she ever saw the speech was it being brought before her to read. For the very moment she mounted the podium, she was entirely responsible for her rhetorical acts and nobody was to be dragged in to clean off her mess whilst she remained on stage. (Yes, it was her mess for not cross checking a second time!).
Many politicians have encountered similar situations and had the opportunity to rely only on their experience. Be as it may, audiences of momentous political speeches would never have the opportunity to see the magic which goes on at the podium between the speaker and his address. This is what makes a difference between a technocrat and a politician. A politician should learn to save a situation in so far as a situation contains exigencies which have the tendency of damaging her credibility on the spur of the moment. This is the major failure of the young lady politician.
The third was what sounded like an attempt to disown her speech:
“ssssssss, where is the speech I edited, this is not the speech I edited. No, I can’t read this.”
Note that she mentions the speech she “edited” and not the speech she “wrote”. Although it is common knowledge that politician makes good use of professional speechwriters, the politician ultimately owns the speech. Quotes emanating from speeches are attributed to politicians and not their speechwriters.
This also suggests she is not on top of the issues in her sector. Perhaps a technical person wrote the speech for her to edit and use. Again, whilst this is normal, her behaviour made it public knowledge that the ideas which were contained therein were probably never hers!
The fourth and probably the most incongruous of the four divisions of her goofs was in (D). Hon. Ms. Hammah went ahead to give a background to the mishap. She explained frantically:
“The draft was written on this morning, I edited the speech and this is different. And so I am trying to speak from my mind. Maybe I would do that…”
Our interest in this statement is in the fact that she claimed that as a
result of the speech’s errors, she would rather ignore the speech and speak from memory. If she could do that what then necessitated the crescendo in her goof by her bringing about (B), (C) and (D)? Why did she have to take her aide and precious audience through that uncomfortable communication journey? If she had employed just a little bit of tact, the whole mess could have been handled neatly without having to attract the negative media attention.
We think Hon. Ms Victoria Hammah’s performance is a bad testament for the policy of appointing inexperience youth to political office. Let us be quick to add that this by no means negates the policy – it is only a bad testament.
We hope the President would be wary of such similar developments which do not only emerge from such communication goofs but also those which may happen behind the scenes but with grave consequences (for example, similar display of lack of diligence in the signing of state contracts may lead to the accumulation judgment debts).
The management of political communication is a crucial part of statecraft. Therefore both young and old politicians should be groomed appropriately before they are allowed to play major roles on the Ghanaian and international political stage. Such communication tragedies by politicians are unacceptable, especially in an age when every major communication hitch is caught by the media who go to hang them in the eternity of cyberspace.
To be fair to the young Deputy Minister this is not all bad news. This video will serve as a perfect teaching material for communication experts. We have already saved it for future use in the classroom and I know other communications experts will do same.
Thus, this is not only locked up in the eternity of cyberspace but also in the immutable annals of communication errors. We can only hope that the Deputy Minister will continue to provide more teaching materials for communication students and experts even as her political career evolves. However, if we have a choice, we will choose to have them at the positive spectrum of the annals.

It is wrong for anyone to call for her dismissal, but it is equally wrong for anyone to support this classless and unethical behavior due of a National deputy minister. I am surprised that Dan has created his own straw man or Aunt Sally and trying hard to clutch onto it like a drowning man.
Firstly, no one is complaining about her right and ability to edit the speech before her presentation. Far from it, many agree that she was right to edit the speech to her likeness. I don't think any sane person will disagree with her.
Secondly, I am yet to read from anyone who is complaining about Hammah's choice or action NOT to use the wrong speech. Of course, it did not make sense and that was why she edited that, so why should she continue to use it? That is not the problem here.
Thirdly, I believe that many of her accusers would have joined the audience to applaud her when she decided to continue her speech by not using anything but from "her mind." I personally found it disheartening to see our learned lawyers in the SC reading from papers in their oral addresses. I have asked myself what was the point then to ask them to submit a written address also. So like many readers, it was a refreshing to see her not reading from any paper.
And lastly, no one is complaining about her "flawless" English. I have combed the net to listen to the full tape but could not find it. May be Dan could do us a favor by providing the link for us to talk about that.
What many are complaining is the way she went about this whole "mistake" or sabotage as she wants us to believe. It was classless and unethical becoming of a deputy Minister of a Nation. Let us be clear on this; she is not on TRAINING GROUND for a job, but rather a LEADER that people are looking up to and expecting results of her action.
Based on the reason above, she is more than a professional and every profession has ethical standards that the body must adhere to. This is what many of you get it wrong. Out of over possible 5 million available leaders, 100 Ministers have been chosen by Mahama to assist him to lead the 24 million people. We can't just say that we are from a 3rd world country or developing Nation, so we have to accept anything. That is wrong; it breeds mediocrity.
If she is considered as professional, how could you say that she was right to reprimand her assistant publicly? Do you think a medical doctor can or should reprimand his nurse in front of his patients? Do you think it will be right for our President to reprimand her publicly? If your answer is yea, then you are not a professional, yet. If your answer is nay, then what is your point of supporting and encouraging this tactless behavior?
Danny, you cited Obama in your straw man, but do believe this lady would be spared by the US Media for this kind of behavior? And do you think what would have happened to the Assistant who supposedly try to "sabotage her? Answer that truthfully and see why it is wrong for anyone of you to encourage this classless act.
Fact is, she did not know whether or not it was mistake by her assistant or by herself? However, she has created an impression that there are crooks in her ministry. Remember, the policy could have been written without a nod from the President. So how does he want us to believe the President and Party surrounded with crooks? Or, you think team-work is not important here but it should be about her integrity only?
Have you seen Ministers, leaders or any presenter covering the MIC or step away from the mic when talking to their assistant while at any podium giving a speech? What did she actually achieved by letting everyone know about her predicament? Would that make a change or would she go on and fire the suspect in this "crime?"
In your conclusion, you are giving her "tips" to go about her duty next time. If you knew that she made a "mistake," why can't you say so? Yes, I do agree with you that, in this age, ministers should leave home without a copy of their edited speech together with laptop and USB flash drive. Mahama's laptop for them were not to stay on Facebook, twitter and Instagram posting silly stuff.

Can you tell us whether all the insults and subjective judgements being passed on Ms Hammah are not emotional and are indeed objective, whatever that means? This is a social cum political issue, so how can you divorce emotions from it?
I had read this piece and yours. I won't spend time pointing out the obvious flaws in both posts, as my position is completely in a different paradigm. Note that I didn't argue that Ms Hammah didn't break any established protocol: she did! But she is not the first either. Breaking established norms and patterns is what lead to change. So I argued and rationalised why her breaking protocol is a good thing after all. That's what I expect to be challenged on, not some old-mangled convention dropped on us by whites without the necessary acculturation.
BTW, I wonder if the people of Cape Coast- or is it Winneba? - are still calling their festival Deer Festival after JJ told them that there are no deers in Ghana, indeed, Africa. Phew!

Of course I don't know the contents of ther speech, but how many people can do that? Can you? And by the way, what is wrong with her using the dictionary to make sure whatever she says or writes is corect? It is called lifelong learning and perhaps you should do the same.

We had a female news anchor who, the day after it was supposed to have rained and didn't, turned to the weatherman and asked: "So Bob, where's that 8 inches you promised me last night?" I would have done exactly the same, announced to the audience that the speech was NOT mine, and proceeded to do what she did, talk from her mind and heart MINUS a script. In fact, I have done this before, and not on one occasion.
We should be applauding the minister for being able to 'stand and deliver' in the manner in which she did when there was a clear attempt to 'sabotage' her. Even if it turns out what happened was not ochestrated, she was right to let the public know the "speech" before her was not her original speech.
I give her further credit for being thorough and familiar with her own preparations, unlike many civil servants and ministers who simply go unprepared, to read speeches on subjects they have little understanding of, and most of the time don't even believe in.
I condemn the media and those envious politicians (including some in her own party) who have sought to 'make a meal' of what was nothing but a 'storm in a tea cup' as far as their reaction to her honest and truthful comments go.
What is more serious in my view is the fact that having examined and edited an original speech, the wrong paper could be put in front of her. I disagree with those who say she should simply have kept quiet and got on with it. Wrong, and it also sends the wrong signals. I believe she did the right thing and something I would have done and in my case, I would have made sure whoever was responsible understood in no uncertain terms that that behaviour would never be tolerated again.
I believe after this, they will not dare mess up with her ever again after the attempt to 'mess her up' failed so miserably.
Shame on all those who think they can make a laughing stock of her and those on this forum who if put in her place under those circumstances, who have failed and yet find it cheap to come here and poke fun at her.
Well done minister. Clearly you are outspoken and wish to call a spade a spade and people don;t like that. The 'old boy' mentality and 'canteen culture' that makes some men think they can 'bully' women in high places must stop.

I am not a communication minister but I know enough about communication not to do 'Pssssss' when I am making a policy statement on behalf of my employers in thsi case no less an employer than the Government of Ghana. i think it is about time we discuss issues dispationately and not on political lines. I can tell you I don't belong to any party and i am commenting because i am an citizen that loves my country and want my country to do well. We can't get anywhere with ministers who have no clue about what they are paid to do; but get driven round in a convoy. God help Ghana!

Sometimes, as a leader you need to let people call back to you instructions given as a way of checking, it appears embarrassing though. You should have checked to make sure that what you intend reading was actually there with your aid and as you wished to present to your audience. This is one of the problems we Africans have that is we always fail to go over our supposedly finished work. Learn from this and wish you well.

These days even in Ghana, you should be able to copy it on a USB stick or in our neck of the woods, a CD and carry it with you. Of course, in our part of the world where our "leaders" are lords, someone has to carry your speeches!
The way you spoke to whoever it was in public shows how you treat the people who work for you, which all goes to show the kind of upbringing you received!

That lady is unqualified to draw the kind of compensation and perks available to deputy ministers. Absolutely not.
With this kind of stuff going on at the upper echelons of policy making where incompetence really abounds, it is no wonder the economy is crumbling, with public sector wage at at 70 percent of annual revenues generated. Most of the folks are blind or are incapable of analyzing things correctly.
Sadly it is the land of my birth.

She has no training, not experience and no research experience in the area of communications and technology. Ask yourself if she even understand what cyber security means? Try and get her to extemporize a lecture on cyber security and you will realize that she has no idea about that area. Go and listen to her during the vetting process.
