My experience with district assemblies is that, the Chief is always trying to figure out what Accra expects of him. As they say "he who pays the Piper calls the tune. That is at the heart of our development, we need Mayors and District Chief Executives who are fully accountable to the people they serve.In short we have to elect all of them.

DCEs and MCEs need to be directly elected by the people. The ruling party must be able to work with DCEs and MCEs who do not belong to the ruling party and equitably resource all districts and regions irrespective of who the DCE or MCE is - this is how we demonstrate our political maturity and avoid the cumbersome "WINNER TAKES ALL"
We should not find this incongrous piece from the constitution as bad for the country only when we are in opposition. It must be changed to legitimize the LEADERSHIP OF OUR DCES AND MCES. It will also allow for true decentralization.

The Constitutional Review Commission asked for submissions. This concern of yours presumably had not crystallized in your mind at the time or if it had, you chose not to lend it. At the time there was even the suggestion that no such review of the Constitution was necessary and that Atta Mills was exercising powers not conferred on him.
So much for what is wrong with the system. What is the remedy? It is obvious that the hybrid of Presidential and Parliamentary system was designed to accommodate JJ Rawlings as it would have been too much to expect him to attend Parliament to mount the dispatch box on a weekly basis if we had opted for a purely Parliamentary system of Government. And it also suited ex- President Kuffour well, as much of his time was spent in the air and the largesse was dispensed by Mr Mpiani. Even the former British High Commissioner asked for a small favour of a contract from the Castle.
What do we do? Stick with it and hope and pray that God will infuse our hearts and minds with benevolent and pure spirit to be true and honest Ghanaians? Electoral Reform as in Proportional representation? That will be too challenging for us. Any ideas or suggestions?

They couldn't adopt the British constitution because Britain does not have a president but prime minister. They who wrote the constitution could have chosen what is good for Ghanaians from both the British and American constitutions but instead of doing hard work, they chose the easy route to just do a copy of the American constitution.
The US constitution gives their president almost the absolute right to oversee every aspect of their economy with the power vested in him, no different than what we have in our constitution here in Ghana.
We can tweak it a little bit, to better suit our african origins and cultures.

He writes as if the electorate does not have the opportunity to hold an elected administration accountable after 4 years. The so-called winner take all to enable the electorate make an informed decision after those 4 years about the efficacy of the President's agenda.
Power-sharing between ideologically opposed parties is the mantra of losers and has never been proven to work anywhere. All it does is ensure paralysis/gridlock. President Obama has been unable to advance his jobs, climate change, infrastructure modernization agenda precisely because of the split congress where Republican spite and obstructionism is standing in the way of executing the people's business. Is this what Wereko Brobby wants for Ghana?
As a developing country we cannot afford the kind of paralysis that plagues the Obama administration on account of divided government, with one party hijacked by billionaire libertarians who want to dismantle the commonweal by hook or crook.
Our system, makes clear who should be held accountable at the end of each term, and our voters are very astute in judging officeholders. This is NOT a dictatorship, Wereko Brobby.
What is it about this particular President, Mahama, that prompts the endless mantra to delegitimize his fairly won presidency? NPP thinks they are the only ones entitled to govern this country? Such chutzpah! The country is NOT for them. If they want to govern they should broaden their party appeal beyond ethnic confines and become a NATIONAL party just as the NDC, PNC, CPP have tried to do.

There are no checks and balances from the other branches of government. As usual, mimicking the lifestyles and 'lingos' of their 'masters' makes them feel important. And addressing and highlighting defaults etc. in constitution makes him really knowledgeable. Meanwhile, abject poverty is really staring in the faces of our ordinary citizens; whilst these book-longs do on and on, and on and on...............
What did he - Tarzan achieve in his time in office? Absolutelty NOTHING!!!
As I have always maintained, the NPP and NDC are the 'bane' to the progress of our dear nation.
