Those in the remote areas, their work load and difficulties can never be measured

You are somehow right. The allowance should stop and students made to take up loans but not at these outrageous killer interest rates that are prevailing at the moment. Then doctors who work in the rural areas will be forgiven a percentage of the loan or made to pay less taxes if they remain there. Remuneration of doctors should be according to skills and competence. Specialists should earn more than medical officers whether they working the rural setting or at a teaching hospital. Increased skills and competence should be encouraged as most Ghanaian doctors are mostly interested in making money.

Nurses and and some allied health workers do get some paltry allowances, including trainee teachers. There are valid reasons for these allowances in the first place. What has these got to do with Health worker's pay and single spine salary? It is like the father jealous of his son's birthday egg and so decrees the mother stops giving the child egg because he does not get enough food to eat. STUPIDITY as an intellectual and an adult.
If you want to pay the rural area doctors well, assess the work to be done there and put a pay structure to it and stop propagating cheap populist ideas by roping in trainees without thinking properly about it.
Some people who cant think feels ideas are cheap. This is not an insult, but a fact.

Incentives could include forgiveness of loans, increasing pay, in kind support such as cars and houses etc. All options need to be examined and the best option taking into account government coffers implemented. I would advocate that it not be limited to doctors alone but to other healthcare professionals.

If doctors could be forgiven part of their medical school expenses by serving in rural areas for a stipulate period of time, that might help.
