I have seen many an "African graduate" doing "watchman work" (they call it "security" whilst studying for their advanced degrees in Europe and America. Some are even "Car Park Attendants" and I see them every time I travel in Europe, the USA and elsewhere. What is wrong with that?
For your information, the children of "wathcmen" in Ghana (of which Mahama was not fortunate enough to belong to the club because his father was a politician and minister of State) are today's intellectuals, doctors, engineers, lawyers, politicians, you name it.
Continue to live in the primitive, colonial period with your "colonial mentality" and think that you can use cheap insults against others just because you have the freedom to express yourself. President Obama has been called these names (and worse) and has been depicted in famous new magazines in 'tattered' clothes and told to "go back home to Kenya".
The good thing is that good leaders always see the funny side of these and ignore these insults but it hurts to think that fellow human beings will so despise their own country's leader as to resort to such cheap name-calling.
What I wish to see on ghanaweb is for people to come here and address policy issues and be critical of the government in its performance.
Hold them to account, take them to task, but when you come here ONLY to insult without really raising any points of issue, you not only make a fool of yourself, you are simply not looking in the mirror to see your own face!!! You are probably labouring away right now as a 'real watchman' or 'cleaning other people's toilets' like the hotel worker who just finished cleaning my hotel room whilst I am composing this comment.
However I value and respect that hotel worker because he is doing a job to help himself and his family. Sadly, you do not see anything good in the very job you are doing - being an ungrateful and foolish watchman!! You better grow up, all of you idiots!!

I support the idea of inviting potential candidates to put themselves forward after publicising the process, shortlisting of the candidates based on a fair, transparent meritocratic process (devoid of party influences).
This should then be followed by vetting to make sure that these individuals have integrity and are 'fit' for public office. Then put them up for the public to vote for their choice.
The only downside of this is that if an otherwise excellent candidate is not known to the people locally for one reason or another, they may miss out on the chance to serve because they may not garner enough votes to win the contest.
There are no easy answers to this process and a methodical approach is therefore the sensible thing to do.
In the mean time if people are put in charge and are found to be performing well and meeting key performance indicators (KPIs) set for all DCEs etc. then they should be considered for renewal of appointment after going through an appraisal system which again should be fair, clear and transparent.
Please take PARTY out of the equation. I am opposed to the idea that just because a party won the national elections, they fill most positions with their own party kind. It does not encourage national cohesion, inclusiveness and certainly does not make full use of all our talents as a nation.
We should be moving towards a more inclusive ONE-NATION APPROACH to governance which though maintains party affiliations, but more importantly sees us more as one people, one nation (under God) and a UNITED people.
There is surely unity in diversity and that is what we want to see in Ghana. Our national flag is made up of FOUR colours, not ONE.

Of the civilized, developed nations currently using the decentralized planning and development scheme, governments did have a parity/equity scheme in place to make sure prices for farming and dairy products in mostly rural farming/agricultural communities are steady and consistent with inflation and global realities. Excess products are purchased by national governments. In Ghana we do not really care what happens to fishermen and farmers as long as concentration of wealth comes by way of civil service jobs in big cities and metro areas and associated bribery and pilfering of government money.
By creating the MMDCE system without equity and parity in our income generation schemes between rural and urban areas we have just added employees to an already bloated government workforce. In the meantime the MMDCE system has become a tool of a winning political party to fill posts with cronies and party loyalists who cannot find their way out of brown paper bags if their own lives depended on it.

You raise some very important points about the system and what it was meant to do. It is interesting that in the UK over many years, mayors have either been elected or appointed for similar reasons to lead at local levels. This is an evolving system and from time to time people feel that ALL majors or regional district leaders must be elected etc.
Most recently, there is a drive to have elected "Police Commissioners" who themselves may not be Police Officers, and it is still too early to know how effective these individuals and roles pan out.
Local government has to be dynamic and focus on development at local level. The District Assembly Concept though laudable, has become a political affair with party fielded candidates campaigning on party tickets etc.
As you say, the original idea of devolving government to districts etc. somehow seems to have lost its way. One would hope that the Constitutional Review body's recommendations have recognised some of the fundamental ills of the system and that they have made sound recommendations that if implemented properly should improve the system.
I am all for a system which is non-partisan and allows talent to be recruited to help drive administration and development. This way, good individuals especially from the "smaller parties" who otherwise would be left out, can become involved and demonstrate their worth in the country.
The notion also for some people that it is an opportunity for them to become "powerful" and enrich themselves, goes against the grain of good governance.
As we have just witnessed in Zimbabwe, when Morgan Tsangirai was given his chance to serve and demonstrate what he is made of, he succeeded in proving to his critics who he actually is, enjoying the "power" and ignoring his own base. The result was this shocking electoral defeat for which he is now crying foul, forgetting that he was dealing with an "old pro" in the business". Sorry i think I am now digressing.

What shows the five would be accepted by the public or what shows the selected three would be accepted by the public, what shows the so called Public Commission will not give the nod to only the highest bidders?
Let us allowed anybody who wants to contest that election feel free to do so as in case of presidential and parliamentary elections.
It does not make any sense to do that when presidential candidates don't go through similar process.

The PPP has been advocating for voting for our MMDCE's since it coming into being and has it as one of it's main objectives when given the mandate.
