You do not need the support of the local people to become an effective DCE. In fact popularity is not a prerequisite for effectiveness. Hard work, common sense, an understanding and empathy of what is needed locally, astute leadership, probity and accountability are all required to be an effective DCE.
Even if one is a political appointee , one must be dedicated and committed to the work and be diligent, intelligent and wise. DCEs need to set clear goals and targets, prepare proper business plans and source funding for their projects. Project planning will be key to success.

There are managerial skills required to manage a district effectively. Criteria for appointment should be set, as you would for a managerial position anywhere. Positions should be advertised on a national basis, and selection by competent boards. These are not positions to 'play' with. These positions determine how well this country is running at the grassroots level. Never mind which party is in power.

Let us ask ourselves, do we have the resources to run elections for our MMDCEs? Mr Jonah should remember that no matter what Government chooses to do, it will always not meet the expectation of everybody. I do not think that the Government is so insensitive to appoint "lunatics" as MMDCEs even though i have some reservations.

Kenyans now elect people through the ballot to head such positions. the question of lack of resources is just a silly excuse. where it the government get that huge amount paid to woyome?
