  People sell illicit drugs because people buy them, and since the consumers are not complaining, it is obvious that they are satisfied with the drug's benefits, or they do not have a mind to complain about the harm they (the consumers) are experiencing.
  
  The use of the carrot and rod to control deviant behavior works, but not all the time. The drug pushers know that too. To recruit their consumer victims, drug pushers create a desire of the drug by giving them some free or discounted drugs, knowing that they will never be the same after using these drugs. Thus an appetite for the drug use is created which brings the victim back for some more.
  
  It is the temptation of desire and the use of drugs which needs to be avoided at all cost .
