The driver push me off and tell me to pay the extra bribe money 5gh or get lost. This is a fact. nobody help me. I was force to pay, but refuse and have to wait about three hour when that lady went on break and the guy who came to take over asked what is my problem and he accept my money without the bribe. but after he see me off I notice that he too was collecting the bribe from the drivers.

The solution to the corruption at DVLA is simple: Decentralization. The Authority should truly decentralize and give authority to its officers at the Districts to do all that is done at Accra Licensing office. Of course, monitoring activities from headquarters on-line should be an intetgral part of this decentralzation.
My suggestion is borne out of the fact that Accra, Tema, the Regional and the few District capitals where DVLA operates still cannot cope with the huge requests being made on them. This give room for the corrupt practices.

In Germany, where I live, you get your driving permit or register your vehicle in the locality where you live and that is the town/city hall.
For instance I do not travel more 5Km to get to the office. And I CANNOT get it from any other location - except from where I live!
If decentralizing to the town/city level will be too expensive for Ghana, district or regional level will be OK, so that a person does not have to travel from Sunyani to Accra to register a vehicle apply for a drivers permit.

I reckon you were CEO at DVLA for a number of years, so if you knew of this problem, why did you not help to rectify the sitaution, but only when you are out. To me, you did not deserve that CEO position you got. A good, efficient and effective manager will act decively to correct the sad situation you are talking about now and more so this started under your watch as CEO.

It is unavoidable fact that, many institutions serving the public in Ghana take bribes which includes,DVLA,SHC,the costoms,AMA the police by the road sides,who take bribes with the impunity of a dead cocroach,and several others which cannot be mentioned here for lack of space.Bribery and corruption have become endemic and simmingly institutionalized that, foreigners visiting our country see this with glearing eyes, a typical example is the DVLA where they have to obtain Ghana lincences only to show their foreign licences as prerequisite but in this circumstance,they have to grease their palms to accelerate the process which make the applicants laugh us to scorn.They know it is wrong but they have no alternative.I call on the Government or the Parliament to institute a legislation to put a stop to the situation in all Governmental institutions to avoid this pandemic scandal being perpetrated agaist mother Ghana by our own men and women who have been mandated to perform their duties as responsible officers.

Mr Osie Wusu knew all these during his tenure as the boss of the DVLA but he did not take any action to halt them. He has profitted from the situation during his time. He is now calling for overhaul so that those profiting from the same situation will be denied of their share of benefits. Is there no hypocrisy in this matter even though one will agree to overhaul the whole place.
Nobody will be willing to overhaul the place because of the forces at play.
For me, this country can only begin to make progress unless the military which have no constituency come in. It will be difficult for any party to stem the rots in the public and civil service because of various interests in the various political parties. In some of the parties the power play is very strong whiles some of the parties are relatively weak. For the NDC and the NPP, the power plays are very strong. The leader may be willing to do right but the power play in the parties are very strong.

The licences should then be send by registered mail to applicants.

DVLA must be charged with culpable homicide for the deaths caused by incompetent drivers who have been issued licenses to drive. It is time this vital agency is cleaned up so we can feel save on our roads. Mr. Osei- Owusu should be asked what he did when he learned of corruption among some of his staff. It is time we demand performance from every government official and not only from the Ministers. Let's end this culture of mediocrity.
