DONT THINK GHANA NEEDS THIS AS EVERY ONE HAS TO PAY THE DUTY AND ONLY CLAIM BACK IF YOU ARE ENTITLED TO AVOID ABUSE BECAUSE DIPLOMATS ALREADY ENJOY DUTY FREE OR NO IMPORT DUTY SO WHY THIS?

Is Flamingo Duty Free Shop open to only Diplomats in Ghana or anybody can walk in and purchase an item?
