FYI, if you travelled to Russia on your own account, you are not under any bond to return to Ghana and the govt of Ghana is not responsible for your coming back. If the govt has enough funds it may voluntarily decide to help BUT MUST not do so.
The case is different for those on scholarship: the govt/sponsor sent them there and is fully responsible for the upkeep and their home coming.
Corresponingly, the students MUST ie ARE BONDED to, return and work for the govt/sponsor.

Thousands of students to study what? If 1000 of students were sent to study medicine, engineering, economics and others, and they had returned to Ghana to build the nation we would not have been in this bad shape. The 1000s science students who were sent did not return and the 1000s political science students who returned to the country have been the bane of our backwards and corruption. They are the reason why Ghana is not developing.
Yes, Nkrumah had a vision for the country but without bonding the students that he sent outside the country, most refused to return. At that time, legon, ust, and capevars were not equipped to train students and that was the reason why he sent them. Today, it is the same reason some other African countries like Botswana, Burundi, Zimb and others are still sending their students outside to study because they do not have many tertiary schools to train their science students. If Kwame Nkrumah were to be here today, no student would be sent outside.
Why should the government waste money on students who could be trained in Ghana. We have UDC, CapeVars, KNUST, LEgon and recently University of Allied Health - 5 Universities to trained medical students and yet somehow the government see the need to send their relatives and party fool-soldiers to study somewhere. This is mind-boggling, idiotic and backwardness.
Bond all medical students trained in the country for at least 5 yrs. Those who do not want to be bonded should be allowed to pay their own tuition and be allowed to leave as soon as they finished their degrees. This is just simple common sense. It's pure stupidity to waste millions of medical students and still allow them to leave as soon as they finished school and sometimes you see Presidents begging them to stay.
Left to me alone I would put a stop to it in a minute. No one should be sent again and scholarship secretariat should be closed forever. But before then, I will make sure of this:
1- Find out about all students on government pay roll outside the country studying and publish their names in the Graphic.
2- Let the whole Nation know how much we have spent on each individual and how much it would cost us for his or her studies.
3- For a student to enjoy the scholarship till the end of his studies, he must enter into a bond with the government to come back right after his studies. If he is willing the government will help him to relocate back to the country.
4- The bond or the contract would be given to the government of the country where he is studying. Refusal to come back means, the government can work with that country to demand all the money our government spent on his education. This will be enforced, even if he finds an old woman to marry to get his papers to stay in the country. Trust me, all most all advanced countries would help any African country who is trying to get his people to come back to help after spending so much on him. The UN, WHO or any body will be so willing to help in this. After all, don't they send money to Africa to help us?
5- After coming back to Ghana, a job should be find for them quickly and that scholarship secretariat any board should make sure that he or she does not run back. After 5 yrs of working for the country, he or she can be set free from the bond.
- If any of our governments has planned something like this, we would not be begging medical doctors to stay. And we could be sending doctors to our neighboring countries for money as Cuba keeps on doing. Ignorantly, most people think Cuban doctors sent to Ghana are for free.
Some have told us that we should pay them well and they would stay. Hogwash, no matte how much we pay them, they would leave or try to cry for better salaries. It is human nature, the richer you become, the more money you want.
Some also have said, we should think about "brain gain," nonsense. This brain gain idea comes from people who feel guilty about their deeds or those who ran away and think that we should understand them because they now have more knowledge to help Ghana. Not so, most open their clinics and charge exorbitantly so I don't see any help here. Or, is it the old beds and stethoscopes they keep on sending to Ghana?
Please, don't expect me to say anything about those private students who are asking the government to finance their relocation to Ghana. I think they have wools in their craniums.

Becoming an altruist as form of defense mechanism does not cut it. I have known people who paid their own tuition who are doing more than what you are doing so what is the big deal? Those who refused to come back after studies could be liken to SLAVERY that affected in our parts of the world. Just like the best were taken for labor during the time of slavery, the same best were taken by Nkrumah to go study and come back to develop the country but they refused to come back. Do you realize the similarities here?
But just like I said, the scholarship secretariat has outlived its usefulness; it is about time we closed it for good.

The consequence of this is low productivity and low economic growth, low unemployment, high poverty rate, low economic growth, and the cycle goes on and on.
The scholarship secretariat (SS) has outlived its usefulness for the ordinary Ghanaian but there are many children of "you know who" who are studying abroad on government scholarships. So, the SS is still serving some Ghanaians.

Again, in the developed countries, doctors don't get trained at the tax payers' expense. They take student loans and pay them back once they start working. Further, they are private students; they are not bonded to serve Ghana after National Service. They can decide not to come or even come but chose to practice privately, no one cares. Not with our taxes please.

Now, back to the issue at stake-
The government is paying these doctors (students) to come back to Ghana and practice. It's just an incentive. If we have enough doctors in Ghana, then the government is wasting our money. However, if we need them, then it is a good thing to do. Every country is making efforts to attract needed labor - both skilled and unskilled.
BTW, doctors are needed in the US and Canada, especially in the small towns. If we do not need them, they can take a required exam in the US and practice there if they pass it. There are many doctors from Ghana, Nigeria,and India using that route.

Till date, some student on scholarship here from getfund have not received their stipend. They left Ghana on september last year with just 2000 pounds and an assurance of getting the rest soon but here they are with piles of debt and cock and bull stories.

Foreign governments who provide most of the funding source for these scholarships are part of the problem because they love to see incompetence, bribery and corruption in third world nations like Ghana flourish unabated. They get to claim from the mountain tops at the UN and other world bodies how much they contribute to the world's poor nations. If donor nations would not allow these practices in their country then why do they condone it? Yes donor nations cannot police every nation in the world but they owe it to their own citizens from whose taxes they donate to these world causes to demand accountability even with poor nations. Moreover Ghana is not poor; it is a nation run by thieves at best but mostly fools without ideas or ideals.
