However, the Ghanaian Embassy in Italy can easily VERIFY his Ghanaian roots if, indeed, his ass is a Ghanaian. Passport issuance (date and place of issuance, as well as the other biographical info in the passport).

But, if Ghanaians are "selling" their passports to these criminals, then they're rather the ones making Ghana look bad. This "sale of passport" is happening all over the western world and MUST STOP.
