As to reducing the price of solar panels, the best solution is to have the Chinese built a solar panel factory right here in Ghana. I don't know if we have all the materials here but I believe, if silicon, is one of the them then we can possibly extract it from sand. In any case, China makes solar panels cheapest. They have also heavily invested in this source of power. Portugal, Spain and Germany are the other leading countries utilizing solar energy like there is no tomorrow.
A word to the wise is in the North!

this is not about politics rather all ghanaians should blame VRA for the electrical inabilities(shortages). is their duty to ensure that ghana have enough electricity. solar panels are easy to build without any school qualification. i built 15 100W solar panel on my own and send it to ghana last month. even my old grandmother who never see classromm before can build solar panel. what i´ll urge the government is that materials for building the solar panels should be cheaper and affordable for all ghanaians.Eg D.I.Y solar cells, Inverters,and solar regulators. V.R.A should team up with other agencies to open up special research centre not only in accra but all the regional capitals to put more attention on alternate energy for all ghanaians.

Biofuels and waste: 69.5%
Petroleum: 24.1%
Hydro-electric: 6.4%
Now Bui took 4 years and can boast an additional 400MW by end of 2013 that will give us a total of 2,011+400=2,411. This means that there will be a deficit of 5,000-2,411=2,589. Given that it has taken over 4 years to generate 400MW and that all the water resources in Ghana can give a maximum of 800MW, we are left with Thermal and renewable. That 2,000 plus will take at least 8 years to achieve.. The 2016 date is a hoax! It will never happen. I will eat my socks if this target is achieved!!!

Ghana’s power tariffs are based on the costs of baseload hydropower priced at $0.05 per kilowatt-hour. However, the oil-based generation used to meet incremental demand is priced at more than $0.20. Since there is no mechanism for automatically adjusting tariffs, this situation generates annual financial losses for the Volta River Authority (VRA) of $400 million (3% of GDP).
The existing power plants are unable to attain full generation capacity as a result of limitations in fuel supply owing to rising fuel prices, as well as uncertainty in rainfall and water inflows into the hydroelectric power facilities.
Ghana has an extensive transmission system which covers all regions of the country. Transmission infrastructure has, however, deteriorated over the years, resulting in frequent interruptions in power supply, transmission bottlenecks, overloaded transformer sub stations and high system losses.

My humble proposal to government is that, each Ghanaian, who can afford it, should be granted the option to import up to 1kW of solar-wind equipment (solar panels, charge controllers, inverters, batteries, costing up to US Dollars 3000) free of customs duties and taxes – for use in our homes and to add power to the national grid.
Imagine if every Ghanaian is so allowed to import up to 1 kW of solar energy systems and other RETs (1000W could power 6x20W bulbs plus 1x280W fridge plus 2x100W fans plus 1x400W freezer); with such a scenario, about a million or more Ghanaian could be ‘grid tied’- that is, each is capable of uploading about 1 kW at peak times during the day to the national grid - that would be a cool 1000MW, or about equal to the installed capacity (1020MW) of Akosombo.

Let us facilitate the use of the alternative forms of energy by enabling the sale of excess privately-generated electricity to the national grid at market prices.
