Traffic offenses and its associate penalties are better managed in countries where all the system are working. I am talking about CTC cameras, good traffic lights in place and where places where there is less traffic jams. In this part of the world where these facilities are either not available or better still where they are deficient I foresee countless situations where offending drivers would want to challenge the authorities concern to prove whether they indeed committed the offense in the first place. I can foresee chaos.

The amount of fines appear to be too much.One would be tempted to pay smaller amount to the police if demanded to avoid paying the full penalty.

First of all, the fines are too high. This leaves room for culprits and policemen to negotiate lower 'fines' between themselves.

First of all, the fines are too high. This leaves room for culprits and policemen to negotiate lower 'fines' between themselves.
I also think that the entire police force needs to be well-educated on these laws before the public sensitization. Then again from the date that the laws will take effect, there should be a one month advisory period in which apprehended culprits will just be advised and warned of the consequences of bad road usage instead of being charged.
I also suggest that the MTTU should have a slightly different approach between drivers of private cars and those of commercial vehicles.

The fine ranges are too vast. The highest amount to fine should not go beyone GH¢120. The fine should be affordable and deterrant.
If an offense should fetch a fine between GH¢60 and GH¢300, what do you expect the Police to do? He is going to suggest the highest fine and suggest a bribe of GH¢30; and that ends the matter right there.
Offenders should be given the option to go to court to dispute the fines if they want to do so. There must a Traffic Offense Court that should dispose of matters pronto.
This is a simple matter somewhere, but not in Ghana. No mention was made of overspeeding, reckless driving, and 'No parking', 'No U-turn', etc.
Actually, what is the main reason for implementing this half-baked idea - government to make money, or law enforcers failing to do their work? Even if a whole year is set aside to prepare for this exercise, Ghana will not be ready in 2014. When pedestrians are chased by tro-tro and taxis when roads at Zebra crossings?
The Police should not hesitate to cancel the game if they see it failing; and prepare the more and come out again.

I think one has to face justice and be proven guilty before sentence; but seen as corrupt as a Ghanaian Police is; it is doubtful where this spot fines will end up; we need corruption education for the police.
