What Ghana need is decoupling of power from the central government to the local government. For no country has ever seen any meaningful development with the centralization of power.
It will only take an amendment of the constitution to get this done.
We the people will then be able to choose our local leaders to represent us through the ballot box.
A proper policy framework to guide the activities of local government is therefore sine qua non especially in the area of performance based management vis a vis corruption and accountability.
Municipal chief executives will be able to generate their own revenue through a municipal financial bill with no interference from central government. Further it will lead to the phasing out the old age regional minister system which is only a drain on the national purse.
