  Is regular and routine monitoring part of the schedule of the Northern Regional Maintenance Manager of the Ghana Highway Authority? I wander why the office couldn't identify the problems themselves but waited for the NRSC and a section of the media to publicise it before they took the requisite action.
  
  I think our institutions should be serious. The GHA and all others should monitor our infrastructure and take remedial actions on time to avert calamities. Do we budget for monitoring?
