The opening paragraph states, “I came to serve; I have finished my time here on earth and have moved on to everlasting rest and celestial duties with my heavenly father.”
The immediate question is; how did the dead man come to sign his own personal tribute, since he is already in heaven?

A part of me also suspect this may yet be another ruse or Woyome rip off: This is how it works, the mayor might have connived with the TJGEM people,l solely with the intent to screw up so that the company can sue Ghana, and then they will go and share the booty once Ghana pays up. One of the Special Assistants to the Mayor who was going around demanding bribes is a guy I know well from LA.
On two occasions he inadvertently solicited bribes from two projects he was unaware were being undertaken or managed by some of his old pals from LA. He was so embarrassed. The sums he was demanding included one for US$250,000 from one major development in central Accra. On the other lesser project he was demanding US$75,000 for the Mayor.

The government of Ghana did not enter into any negotiations with this company. Verbal agreements/assurances are non binding. These guys should go back to law school. For instance, I can assure a friend to do him/her a favor but if I'm unable to keep the assurance, I cannot be sued. This is a another prime example of having incompetent people at the highest level of government coniving with foreign companies to dupe/extract money from the government of Ghana. Let this company sue the government of Ghana in U.S. court and I can assure you that the case would be thrown out like a piece of garbage. Goodluck with your law suite.

If you assure someone that you're going to award them a contract, and they proceed to expend time and energy on preparing a proposal, based on the strength of your assurance, and or other conduct, a court looking at all the circumstances, may judge that indeed a contract had been created.
The court may then direct that you have to pay the aggrieved party a reasonable sum for the work done, and other costs. In law, this is known as 'quantum meruit' and that is paying someone what they have earned.
The people who are dismissing this claim outright must be cautious. It could also well be, as Oyokoba has pointed out, that after all the initial noise and hullabaloo, the government officials will go away and pay up quietly, in much the same way as the WOYOME trick. What a nation!!! And in all this time, the drains are stinking to high heavens, claiming lives during flooding, and spreading all manner of disease.
