As I was about to come off at the Neoplan station, I noticed the next passenger to me who got off just after Ofankor had left an envelop with undisclosed amount. He had his name and mobile number on the envelop. I called him and he was surprised for the call. I told him I was at the Neoplan station with his money which he came after about 45 mins to collect. It was then that he told me, he is a verterinary officer travelling from Sunyani to Accra (his name he told me is Dr. Osei Tutu but he had not written the Dr. on the envelop). He tried to give me money but I refused. I told him my conscience will not allow me to take the money.That same week I travelled to UK.

In most places in the US the expectation is that 'found' money is to be turned over to the police.
The police will hold the money to see if the rightful owner will come and collect. However, there is a statute of limitation of sorts. If the owner is not found over a period of time, then 'finder's keeper' rules apply. The person who found the dough is supposed to be given the money.
In this case, Bismark actually saw the fat envelope drop from the woman's purse. He could have chosen to keep it, but there is no telling who may have seen him keep it. There could also have been cameras in the parking lot watching him pick up the fat envelope.
I think Mr. Mensah did the right thing.
In the case you cited, it would not have been stealing; clearly, it would have been dishonest!

Others in government who are known to have given money back are Dufour and Nduom. They did not take salaries at all.
As a bunch, our government officials for the most part are not very generous.

To the Ghanaian politician so long as they have a way to take what does not belong to them and make it look legal it is OK. Just imagine what every MP gets
1. 50,000 dollars for car every 4 years.
2. GHS 7600 monthly salary.
3. GHS 50,000 per year for housing.
4. GHS 200,000 every 4 years as ex-gratia.
The stealing never stops because there are always clever ways to continue stealing. May be Bismark Mensah can just can tell Ghanaian politicians that just because you have the opportunity to take anything does not mean that you should take it when it does not really belong to you.
