  So your agency's source of funds is limited only to the govt. This much reliance on the govt in solving social problems is a bad approach. What happened to all the funds available through multitudes of foundations around the globe? Bill Gates, Rockeffeller, Carnigie etc. The money is there if you put in effort. Push the programs first, and the funds will follow. Get to work Miss.
