    This is not about government but the system.This problem is not new but since the inception of the whole program from previous governments.

    Which person in his right senses will goo and queue in a hospital and collect drugs just because he wants to cheat the system? If the NHIA is not functioning, it should look for the causes and not ascribe it patient cheating.

    Health insurance schemes all over the world are prone with such problems,that is why as a beginner expects advised against things like capitations that the NDC was trying to bring on board.
