What a lot of people DO NOT KNOW is that the USE of ILLICIT DRUGS is NOT a CRIME, standing alone.

If you were involved in an Accident and it was found out that you were under the INFLUENCE of an ILLICIT DRUG, then a Charge of Being under the Influence... may lie.

But if it was use as alleged in the Chris Brown Case, the matter lacks Prosecutorial Merit and any Investigation is a WASTE of TIME and RESOURCES.

To successfully convict anyone for POSSESSION of A NARCOTIC CONTROL Substance (NOT USE, please), there must have been possession and some of the STUFF must be available as a evidence which Must be TESTED by a COMPETENT LAB and reach a CONCLUSION that the STUFF is indeed a CONTROLLED SUBSTANCE or contains ENOUGH Controlled Substance to invoke the Charge.

Where is the EVIDENCE? How do we know exactly what Chris Brown was smoking when there is NOTHING to test and there is NOT a Piece of it to present on open court?
