  People should get tested before they begin any relationship. Spend time and invest in an emotional relationship before having sex. Apart from not taking drugs intravenously,and not being infected because of a blood transfusion, having one partner and being faithful to that partner helps in preventing the spread of HIV and sexually transmitted diseases. These days people do not appear to be loyal to their partners - that is probably the biggest problem that we have in our society. So many people (especially men) think that it is alright to be married and to have "girlfriends".
