If government decides (which it must) to remove fuel subsidy, the policy implementation must be thought through carefully. Subsidy on petrol and diesel should be removed completely, whilst those for farming and fishing as well as those on kerosene and LPG could be maintained. The removal on petrol and diesel could be done in (two) phases if the amount is high.
Again, once that is done the market should operate freely and without any controls. That means whenever the price of crude on the word market goes down, retail prices at the pump must follow suit and vice versa. Otherwise, the policy would only benefit the distributors who are most likely to ensure that retail prices are upwards continuously irrespective of the crude oil prices on the world market.
Last but not the least, prior to the removal of the subsidy, consumers should be told in plain language what percentage does the government pay in subsidy for the retail price of petrol and diesel per litre/gallon and not the total allegedly paid by the government. Finally, consumers should also be told how much of the retail prices per litre/gallon of fuel are tax. These are shrouded in secrecy in Ghana. Some people even doubt if the government actually subsidise petroleum product.

Fiifi Kwetey is absolutely right! His analysis is spot-on! Ghanaians can not go on to eat their cakes and expect to have them at the same time. If they really want things that can improve their lives - roads, good shelters, hospitals, railways, schools, water, electricity, jobs -the real things that matter in the life a person, they should press their governments to remove subsidies, for they serve only the urban rich not the poor.
Subsidies have bad side effects that affect those which they suppose to save. But for the sake of a short-term political expediency successive government have kept clear of removing them from petroleum products.

Borrowing for infrastructure will increase GDP, whereas borrowing to supporting payroll and other operating expenditure cripples the economy.
However, paying for a foreign product such as oil with borrowed funds, incurring cost to refining the crude, and selling the finished product to consumers at less than recoverable prices lead to losses and inability to continue with a smooth operation; but foregoing has nothing to do with inflation.

Now the thug of war on this fuel subsidy is between the Finance Minister - Seth Terkper on one side and the so called Minister-designate for Financial and Allied Institutions - Fiifi Kwetey and (BOG's) Wampah on the other side (looks like Krobo vs Ewe) showmanship.
Whilst Seth is defending it for the poor Fiifi and Wampah is against it whilst at the end of the day, Fiifi and Wampah will use Government Vehicle which comes with free fuel for their daily routines and that of their family members not forgetting about the shady deals which are unaccounted for. What Fiifi and Wampah should have said is Government Officials are to use their own vehicles and buy their own fuel as do the ordinary worker. We lead by example and not sqeezing the poor to for your lavish lifestyles.
