  Students on scholarship abroad should be asked to open sterling or dollar accounts and issue them with visa cards.before they leave the country. so that their fees, allowance plus transaction charges can be paid into these accounts. With visa cards they can withdraw money from any ATM.
  
  And another thing, online banking which enables you to access and operate your accounts in anywhere in the world you might be. Are the banks in 'middle income' Ghana lacking behind this technology

  Alex, your suggestion is too efficient for them. The system must be baasaaa so they can cut their deals and milk the poor students. Currently, it is possible to withdraw sterling when you are in the UK for example from your Ghana current account or savings account if you have a cashcard with the visa sign issued in Ghana.
  The bottomline is the systems are there and available but the funds/budget for these poor students have either not been received by GETfund from the Government or someone is sitting on the funds just to show his/her krachie powers. That is Ghana for you, nothing is straight foward.
