Is this the most effective use of our meager resources for 275 by-day, part-time workers to be earning almost hundred thousand cedis annually when the constitution states the following:
___________
THE CONSTITUTION OF THE REBUPLIC OF GHANA 1992
CHAPTER 010
THE LEGISLATURE
.107
Parliament shall have no power to pass any law -
108
Parliament shall not, unless the bill is introduced or the motion is introduced by, or on behalf of, the President -
____________
What are we practicing, autocracy?
But then, what else is new?
When are these going to be possible in the country?:
Change the Constitution to allow the people to elect all District Assembly Members and District/Municipal/Metropolitan Chief Executives to ensure local accountability and rapid development in one term of office.
The NDC proposal to nominate 5 candidates to stand for these positions is an insult to the intelligence of the Ghanaian people. What is the point of a rigged election?
Every Ghanaian with a desire to change his or her local community must be allowed to nominate herself for the office of Chief Executive. This constitutional change is critical to the progress of our nation.
2. MMDAs look to municipal bill
MMDAs should be empowered to raise capital by issuing bonds to finance housing, road-construction and utility development projects, and to use the revenue that would accrue from such investments to pay the interest rate or yield.
Metropolitan, Municipal and District Assemblies (MMDAs) want passage of the Local Government Finance Bill, otherwise known as the Municipal Finance Bill, to empower them to raise funds for various developmentprojects.
The approbation of the bill, they say, will enable them raise funds on the capital market and other sources for the construction of roads, the provision of pipe-borne water to thousands of people, and the construction of drainage and modern schools.
Does Ghana needs dev't plan at the district level?
Will the establishment of a District Development Planning Commission (DDPC) in Ghana help bring development to the doorstep of Ghanians?
How about our need for Right To Information Act?

preacher went to his church office on Monday morning and discovered a dead goat in the church yard. He called the police. Since there did not appear to be any foul play, the police referred the preacher to the health department. They said since there was no health threat that he should call the sanitation department. The sanitation manager said he could not pick up the goat without authorization from the mayor. Now the preacher knew the mayor and was not to eager to call him. The mayor had a bad temper and was generally hard to deal with, but the preacher called him anyway. The mayor did not disappoint. He immediately began to rant and rave at the pastor and finally said, "Why did you call me anyway? Isn't it your job to bury the dead?" The preacher paused for a brief prayer and asked the Lord to direct his response. He was led to say, "Yes, Mayor, it is my job to bury the dead, but I always like to notify the next of kin first.

Would it not be better to start educating our infants at school about the best practice of waste management and benefit of proper sanitation both at home and around our city dwellings, with emphacies on parks, gardens, market places as well as local beaches on the coast. We as a nation seem to lack the good sense of habitual group sanitation around our abodes, hence creating a lot of mess wherever we live. If sensible waste management is taught at infant grade schools I'm sure we will soon find the benefit spread from schools to homes. Meanwhile, our City councils would do better to enforce and maintain the "Keep The City Clean" slogan campaign by issuing on the spot fines to defaulers. Funds raised from such penalties - by fining ignorant citizens would go far to held keep our cities clean.

This Slogan Enforcement aren't the answer.Clean Environment & Surroundings would be eliminated only when Local Government REGULATIONS & BYE LAWS Powers authoritatively enshrished in the passing of Law [ Bill ]that the Environmental Health Officers could carry out role & duties of prevention & disposal of refuse - rubbish - garbage in a Sanitary manner without any hindrance or obstruction. At the moment the Enforcing Slogan by the Health Education Department is one thing a scientific way but practically punishment of offenders another in other to avoid dirty surroundings catching diseases & reducing incidence of outbreaks. It's the Government Arm -- ie -- Local Government to provide infrastructures -- amenities -- facilities it's maintenance by the Environmental Health Officers. THese Health Officers cannot operate without the full powers of Law as many disregard the importance of Cleanliness which is the beginning of development in the real sense of principles & standards of Living for Longevity. One can not live in this present state of Sanitation & expect to live long & also expect Aids development from the West.. Period.. MP's u all live with heaps of rubbish -- dirty gutters / drains / horror stench & eyesore of un-disposed excreta & trully all Public Places of Convenience insufficient & badly maintained yet u say u're an MP -- u Guys better work hard or ship out 'cos Ghana Spring is on the way .Where's the words -- Principles - Discipline - Policies - Programmes - Priorities - Politics - Democracy & Transparency -- Ghana don't need u any more for u Guys are bunch of Enemies of State. -- Did u Guys no hear of Westminster - Congress in the West.Do u think corrupt practices & deception & no performance index.it's hard work -- All these surroundings paved & drains covered. U all behave like Kids of headless chickens chasing money for good lives at the expense of the Society.Wish 'mm the President & u'll see what Power is made of --- just perform & Ghana grow from strength to strength not a nation without Plane -- Railway Lines yet we want to be counted among the Best.. u're jokes.-- get to work into the drawing board with the Planners -- Engineers - Architects - Economics & then the Health Officers given the Powers there of to deliver Clean Environment & the journalist also do their bit to assist public of all hands on deck Sanitation not only the Cities but the rural areas with the basic hygiene & health education else we will remain backwards like primitives of Timbuctu.
