I don't know how this country operates her institutions. but I have never heard anywhere in the world that the duty of a central Bank includes the circulation of letters to Banks asking them not to open accounts with Corporate bodies or individuals. A Central Bank should not be arrogated with such powers. They can arbitrarily infringe on the rights of individuals that for one reason or another, they want to harm - the usual " I will show you where power lies" syndrome. The Central Bank's duty comprises fiscal policy and monetary policy issues. Central Banks should be far removed from the relationship between a commercial bank and its customers. If a central bank doesn't want to deal with a corporate or individual customer, for any reason at all, the customer should be free to open an account with whichever other bank that will want to have his business.
If the customer was fraudulent and the matter has gone to court and he has been found guilty and it is public knowledge and for that reason all the banks in Ghana do not want to deal with him, then that is understandable. It is not the Bank of Ghana's business or duty to pass circulars to other banks when one bank has a beef with a customer.

What was the offence of Gbewaa Petrochemical at Stanbic bank? BoG has no direct dealings with a bank's customers but rather is a banker to all the banks an legally has the mandate to regulate their operations as enshrined in the bankings laws of Ghana. It is therefore up to all the commercial banks too to ensure that their operations with customers are in sync with the regulatory reqiurements of BoG.
