Though unrelated in practice, the rule of law in this case has a bearing on the case of Wontumi.
Wontumi invited a guy to do land reclamation on already mined sites in his mining concession. Without informing Wontumi, the guy then engaged his own colleague to do illegal mining on another site in the licensed mining concession of Wontumi.
When Security Forces arrested the illegal miners, the State Prosecutor used those who were mining illegally in the licensed mining concession of Wontumi as State Witnesses against Wontumi. The State Prosecutor stated that Wontumi had no right to grant any access to his licensed mining concession for any activity including land reclamation without the prior approval from the Minister of Lands. So, Wontumi was responsible for the illegal gold mining that they did in his concession even though he was not aware of their illegal gold mining.
The actual illegal miners pocketed the illegally acquired gold and the money and walked away freely, while Wontumi was imprisoned and fined on top of it. (The appeal against the conviction of Wontumi stands on several solid grounds of reversal.)
