Dr Joseph Kwaku Asamoah, a law lecturer at the Kwame Nkrumah University of Science and Technology (KNUST), has been appointed Deputy Chairperson of the Electoral Commission (EC), bringing more than 17 years of experience in electoral administration, legal practice, public service and academia to the position.

Dr Asamoah is no stranger to the Commission, having previously served in several senior positions, including Director of Finance, Director of the Training Centre and Head of Audit.

His years of service at the EC have seen him participate in some of Ghana’s major electoral exercises, giving him considerable experience in election management, financial oversight and institutional administration.

He played active roles in the 2012 and 2016 general elections, the 2010 and 2015 district-level elections, and the 2019 referendum on the creation of six new regions.

His responsibilities included overseeing electoral processes, managing substantial budgets, strengthening financial control systems and developing training programmes for electoral officials.

One of his notable contributions came during the 2016 general elections, when the Electronic Results Transmission System reportedly broke down.

According to his professional profile, Dr Asamoah developed an Election Results Management System to replace the failed system.

The alternative was subsequently used in the declaration of the presidential election results and was commended for its efficiency and transparency.

His experience in managing electoral systems is expected to be relevant to the Commission’s efforts to improve election administration and strengthen public confidence in Ghana’s democratic institutions.

Beyond his work at the EC, Dr Asamoah has contributed to electoral capacity-building across Africa.

A lawyer, chartered accountant and economist

Dr Asamoah combines his experience in electoral governance with professional expertise in law, accounting and economics.

He is also a member of the Ghana Bar Association, the Institute of Chartered Accountants, Ghana, and the Institute of Certified Economists, Ghana.

His professional background in accounting and finance has informed his work in financial control and institutional management, areas that formed part of his responsibilities during his earlier service at the Electoral Commission.

Academic career and electoral security

Alongside his legal and public service career, Dr Asamoah has established himself as an academic, lecturing in law at KNUST and Wisconsin International University College.

He also serves as an adjunct lecturer at the Kofi Annan International Peacekeeping Training Centre (KAIPTC).

At KAIPTC, he served as the sole course consultant for the development of a Master of Arts programme in Electoral Policy and Security.

His appointment comes amid leadership changes at the Electoral Commission following the departure of two deputy chairpersons, leaving vacancies in the institution responsible for overseeing Ghana’s electoral processes.
