This is no news. The authorities are only making noise about it because it was the US embassy that had brought it to their attention. That practice is endemic in the government and our society. Anytime Ghana qualifies for a world tournament it’s a pay day for the authorities. As far back as Italia 90, a friend of mine parents paid through that same channel to get a visa to go as a member of the under 17 team. He had no knowledge of football and did not even know where the team training ground was located in Ghana.
There is a case in question when a team of blind footballers going to a game in Australia were found to have sight. Schlorships are given to the wrong people, some cannot even write their names to travel abroad with the intention of attending university and despair when they get there.
When government delegation are going abroad for international conferences, it’s the same. It’s a bidding war for the highest bidder and not necessarily the real people who work in that particular government department. For those in the department, the selection sometimes is based on the person agreeing to take a lower amount of what ever pay diem is meant for them and the rest goes to the coordinator who also has to “see” the bosses above them.,
