What about other sources of nuisance noise like music/radio/movies always being played loudly in moving vehicles/buses and which are even under the direct control of the drivers themselves and loud conversations? ARE THEY ALSO BEING ADDRESSED BY THIS LAW OR REGULATION? A vehicle is in motion and you see a driver fidgeting with player controls instead of concentrating on his driving. Which is more dangerous and likely to cause an accident: someone preaching or a driver loosing control of his vehicle because of distractions arising from fidgeting with player controls. What about other passengers engaging loudly in long conversations in-person or on phone? Is preaching actually the target? The regulation itself and all commentaries around it must encompass ALL SOURCES OF NOISE MAKING BROADLY THAT THEY SEEK TO ADDRESS in moving vehicles. There have been occasions which I witnessed or initiated myself where drivers were politely asked to reduce music/radio/movies volumes, and while a few complied, generally such requests were either ignored or met with downright insults or rude replies. So if Preaching is a nuisance in moving vehicles, then all forms of noise making must be outlawed including loud phone conversations - because this can intrude on the peace of mind of the next passenger as well.
