The officials who approved and signed the building permits, knowing that the said areas were flood buffer zones, must be located, interrogated, and punished if they broke the law. Go to the root of the problem, PEOPLE, and stop this kena and shito ananses3m. If the developers have no legitimate building permits, they do not have any recourse but must be sanctioned for unlawfully putting up those structures and causing the government/city to spent scarce time and money to clear the place.
