The BNI must have alerted their French counterpart of their suspicion once they noticed the abnormalities in the scanned Containers but were allowed to go. What people don't know is that Criminal Investigations in Ghana don't see eye to eye with the Customs/GRA whenever they find themselves working in the same environment. It's a matter of power play and who has the final say. The BNI knew something wrong was going on and was prepared for the outcome like this.
