In many cases the owner would eventually find who drove the vehicle on that particular day and time. The owner usually collects the fine he/she paid.
Rental car companies bill the person who , on their record, was driving that car at the time of the offence.
Buses and commercial drivers resposible for the traffic tickets are required to pay such fine or the company deducts from the drivers' paycheck.

For one thing is very certain: knowing the number plate, the police will know who owns the vehicle (actually in whose named the vehicle was registered) because there may be no details of the driver at all - for example when the driver has no driving permit at all.

In Europe, I once received such a bill saying I had wrongfully parked at a no-parking zone. I knew it could not be me because I had never been to that part of the city before - NEVER!!
The bill was rightly sent to my address (they don't send bills on SMS !!). In the accompanying letter, my car number rightly given, but the car model was given Mercedes Benz.
So I called the city authorities and explained that I do not own any MB. Yes, they could check from the DVLA records that I had never registered a MB.
That was all. Case died.
