    It is not feasible to scan all. The last time I checked only 10% to 30% were getting scanned in both US and Europe. Narcos know that and shoot their shots. The reason the war on drugs has been failing.

    Ports all over the world don't have the capacity to scan the contents of all shipments. They do randomized scannings to some percentages. Narcos know that and always try their luck.
