By signing, he has authenticated the contract, and Ghana is being held by the delivering company to pay for the loss due to the late delivery and $800k demurrage authenticated by Kpemka and cohorts who signed later. Kpemka and the other signatories have not stolen any money but they have caused $800K financial loss to the state which could lead to them being punished.
