For any project to be useful for a long time, it must be planned and executed over a period of time. No one takes a year to plan, and then expect to take another two years build a major road and expect it to stay useful for more than six months in our Ghana.
I remember the contractors who worked on one of the major roads in my area. The day evening they laid the bitumen, I happened to pass a stretch of the new road, and was horrified to find that the heavy rolling equipment they used to firm the road went too close to the edges of the road and broke the concrete gutters in several places. I drew the attention of the workers on site to the damage, and they suggested as should contact the Ghana Highway Authority who were in charge of the construction. I followed it up with a call to the Highways Authority in Accra, and was told that the contractors were still at work and would repair any imperfections before they leave site. That was four years ago, and the broken gutters are still broken.
Any project that is expected to last the community cannot be rushed! But this our Expressway idea is for all intents and purposes being rushed. I am not a doomsayer, but I can confidently say that the Expressway idea is sheer waste of resources. To start with, this current government will not complete the project, but as happens in Ghana every so often, they will sign, collect and consume above the cost of the entire project before they leave office, and the project would not be anywhere near completion. Should anybody challenge me that they expect the incoming government to complete this ill planned idea, when the current government has decided to abandon the projects they came to meet, even though the funds raised for the projects were still not completely exhausted?
If we have any sense, we must all rise up and warn the government that they are misleading us, and urge them to end the wastage we have suffered all these 70 years! To use their own slogan: "The Expressway idea is 419. Stop it now, else pray that there is no coup d'etat in Ghana during the rest of your lives- you would all face firing squad!"
