If Tor is lacking the strength to produce and meet domestic supply demand for the country, then expatriate Oil contractor from 2009-2026 will assist in achieving goals of the GNPC obligation.
Pure investigation on embezzled fund's at TOR is realistic for healthy GDP per Capita income initiative Sir.

CORPORATE GOVERNANCE
The major reason why most of Ghana's SOEs fail is incompetency regarding corporate governance. That is far different from political governance which I suspect PROF. Agyeman Duah is. That lis the reason why many formal corporate bodies in the private sector do well year after year. Study companies like Unilever, Nestlé, Coa Cola, Maersk, etc and you will notice how qualified the CEOs are as well as the Board of Directors they report to. We need a body similar to the Public Services Commission but full of corporate experts who will be the appointing agency for heads of state enterprises. So long as it is in the hands of politicians, most state enterprises will never do well.

A lot of lazy chancers love public institutions to get paid for breaking little or no sweat
How clever!
Progress for the masses can easily be projected as being snail-slow, with little ideas to expand gdp.
