No human creation is perfect. Even the computer has its pitfalls. Ghana card has not eliminated ghost names entirely, but it has improved government database management considerably. Give the devil his due.

There are series of questions to ask any Ghanaian including Dr. Mike Ocquaye Jnr who offer criticism or are critical of reports on state institution who were themselves former heads or deputies of government agencies or ministry. I particularly would cherish questioning them if they should get on " a soap box" or media houses to raise questions based on reports submitted by state institutions such as the Audit Service and foreign entities such as the World Bank or IMF.
People who are placed in positions of authority and sometimes unchecked powers are paid salaries, bonuses, perks and retirement packages not because of their looks but because they present to government administrations CV's and political activities that profer their fit for the position they're offered. Any such persons who fail to correct existing legacy issues within the agencies they supervised or had oversight authority cannot and must not sit any where to talk about "could-have or should-have" nonsense.
Dr. Mike Ocquaye Jnr should have told readers what he did to stop or prevent payments to "dead ringers" on state rolls while head of the agency; anything less is just noise from another classroom educated Ghanaian in love with certificates around the neck but empty spaces between the ears.

When a pensioner dies,the family does not report same to SSNIT so they keep paying the pension until they manage to find out and the payment is stopped.and the same applies to CAGD pensions.
