Usage of phones is something that no Military will allow especially when on assignment. iPhone for e.g. is very dangerous when a drone bomb is thrown at you, it can track you to even when you're in a hole to kill you.

My youngest son is the Uncle Sam's Airforce as a Combat Military Pilot. He lives with me but for every Three Weeks, he goes for a two or three days Flight Training. For those days that he will be at the Training , he has to turn his Phone off and put in his locker where it is locked. He cannot make and receive and make any Calls. He can make very important and emergency calls using an Official Airforce Phones that is very much protected and monitored. He can only use his Phone which has been officially disabled some miles from the Base. This prevents any enemies to tract the location where he will be calling from. This is a condition that is rigorously enforced. The Phone w8 even disabled and he can't turn it on. If he makes any foolish attempts to find a way of turning it on, which is an impossibility, it can be immediately be detected and will be arrested and punished at the Barracks at Guardroom for some days or Weeks. If he does it for the second time , he will be imprisoned after a Military Trial. The punishment can be very painful and severe. If he does it for the third time, he will be summarily discharged with disgrace. He knows how the USA Military works and doesn't play with any such rules.
I am a Teacher but when I get to the School, I am not allowed to use my personal Phone but the Official Cellphone issued to me but only for Official Communication. If I want to make any personal calls, I have to go to the Front Office where I can use an Official Phone for any communication. Such calls are possibly listened to and monitored. Those recruits should have known that the Military doesn't play and compromise with its security and should not have been using Personal Phone during training.
The Military is very strict when it comes to discipline.

Who is this one too? "Recruits broke protocol"? They were undisciplined. When in training you must obey all restrictions. They are part of building the recruits and also instilling the sense of discipline in them. I personally went through training and for the first three months you are cut off from the external world. No visitors, no telephone calls no outing until you pass the transition examinations to the next stage. That is just how the training is designed; and no group of undisciplined persons will change it.
