Fly into Washington DC and you will have no more than two baggage handlers managing the flow of bags on the carousel. At KIA you will see a ton of people each one trying to hustle and collect some money. Even the people who are cleaning the restrooms. If that Airport Authority means business, they should get all non-essential people out of the baggage area.
