    She probably didnt have building permit. The district/minsiry would have issued evacuation notice long ago but w eare only listing to her but not the other side

    Unfortunately many people who buy land don't check the planning scheme of the land they are buying and often get into trouble like this. The land likely had long ago been noted for road expansion.
