That's a fair observation, @Nice. However, I believe the roles of the Assembly and TDC are distinct. All city planning ultimately falls under the Mayor, regardless of whether the area is well-developed or not. If that oversight were not in place, anyone with resources could erect structures anywhere, and that would create chaos. TDC's role, therefore, is not to replace the Assembly but to complement it in specific areas.
