All vehicles identified as "art risk" (i.e sprinters etc) must have different categories whose training qualification should be top-notch. Not just in qualification but different attitude and continuous training. Any transport operator with a Sprinter bus must adhere to this and license all transport operators in the country and revoke them when violations occur.
We can refine this rough proposal with input from stakeholders.
