Imagine someone being assigned to a department because the role requires them to work with members of the public who can communicate only in a particular language because his or her grades shows that, yet the person has only a basic command of that language. They may have technically satisfied the requirement, but how effectively can they perform the responsibility entrusted to them?
This is where the distinction between merely meeting a requirement and being genuinely qualified becomes important. Rules and certificates have their place, but they should ultimately serve the purpose for which they were established: to ensure competence, suitability, and effective service.
Perhaps this is why many people feel that something deeper is being lost in society—not necessarily the rules themselves, but the moral responsibility to ask, “Am I genuinely capable of doing this well, and is putting me in this position truly in the best interest of those I am expected to serve?” When that question is replaced by simply asking, “Have I met the minimum requirement?”, we may satisfy the rule while missing its very purpose.

Yet, when our O Level results were released in August, he had obtained a Grade 1 in Twi. That qualified him to get to Lower Sixth in September of the same year. Academically, he was below average in all of his subjects between Form One and Form Five. He struggled so badly in the Sixth Form that he failed miserably at the A Level exams. Meanwhile, they always do some kind of classes in the midnight before each day's paper. Theirs teachers came to the camp with them throughout the duration.
