How do you give scholarships to read courses like English literature, Management etc when these scholarships could have been given to needy students offering STEM courses. In any case did the scholarships allow them to stay in those countries after completion and work. To add insult to injury some of the beneficiaries carried their spouses and children along and stipends are being paid by the Ghanaian taxpayer for all these people. Some spouses are even there working and collecting stipends at the same time. I bet you if this verification is done a lot will be uncovered because there are some children who have been left with relatives to school in ghana whist the father is schooling, the mother is working and at the same time collecting these family stipends. Whereever they are getting money paying their rents and bills in the UK , they should set aside some of that money to pay their debt to GSA.
Do they tell their landlord or Electricity Company that since I completed Univ I havent got a job so I cannot pay you my rent or bills. No. They eat, sleep under a roof and pay their bills.
So they should include the Schorlaship repayments as part of their daily bills because someobdy also needs that money in Ghana to pay for his scholarship.

If after his/her tenure he is not in the system in Ghana that means he is likely to be in the UK or elsewhere. Just contract a Debt Collector Agency many of whom are in the UK, US or Europe. With just the name of the schorlaship holder they could easily trace his location and let the Debt Collector use their processes to retrieve the money including going to court and putting a lien on their properties, cars or salary.
No need for this drama played in the media!!
