The government is set to establish a Constitution Review Implementation Committee to oversee the next phase of the constitutional amendment process following its decision on some recommendations submitted by the Constitution Review Committee.

Minister of State in charge of Government Communications, Felix Kwakye Ofosu, said the committee will ensure that the necessary procedures required to implement the accepted recommendations are followed.

Speaking on Channel One TV's Face to Face on August 4, 2026, he reaffirmed the government's commitment to making the implementation process inclusive.

He disclosed that the New Patriotic Party (NPP) and the Minority in Parliament have nominated representatives to the committee.

“The government’s intention is to ensure that the process is inclusive. We have already sent a request to the New Patriotic Party and the Minority in Parliament to nominate someone to sit on the committee,” he said.

“They have nominated Honourable Kwame Anyimadu, a vastly experienced legislator and lawyer who certainly knows a thing or two about constitutional democracy. He is the Minority’s representative,” he added.

The Minister explained that the Majority in Parliament will also nominate a representative, while a retired Supreme Court Justice is expected to chair the committee.

He said the full composition of the committee would be announced soon.

Kwakye Ofosu noted that the committee’s role would be to continue the work started by the Constitution Review Committee and guide the processes required to bring the approved amendments into effect.

He explained that recommendations that do not involve entrenched provisions of the Constitution will be presented to Parliament for consideration and approval.

“Those that are not entrenched, we just need to test majority in Parliament. They will be taken to Parliament, deliberated upon, and I am sure even at parliamentary level, some additional inputs will be made. Then we will vote on it,” he said.

Kwakye Ofosu also indicated that once the required parliamentary majority is obtained, such recommendations will become law.

For entrenched constitutional provisions, Kwakye Ofosu said the government would organise a referendum, but plans are in place to hold it alongside the National Assembly elections scheduled for the middle of next year to reduce costs.

“There is a third category of recommendations that do not require constitutional amendments. They can be addressed with legislative tweaking,” he explained.

He said where existing laws require strengthening, Parliament will amend the relevant Acts to ensure those recommendations are implemented.

The government on July 30, 2026, presented its position on the Constitution Review Committee’s recommendations, accepting some proposals while rejecting others.

Among the accepted recommendations were proposals to extend the presidential term from four to five years, reduce the minimum age requirement for presidential candidates to 35, cap Parliament’s membership at 300, and abolish the death penalty.
