The Constituent Assembly was compelled to put those clauses to protect the actors in the 1979 and the 1981 Coups d’état. The actors knew that if they were not indemnified by the Constitution they would either all be eliminated or ran away. So they chose to influence the Assembly to do what they did. The Assembly chose to toe that line because they did not want to plunge Ghana into further chaos than what the nation had gone through for 11 years under those military criminals and their civilian alliances. Only in Ghana are criminals celebrated as heroes.
