Firstly,you negotiate with property owners long before the project even starts.
You have site plans where the project starts and finishes,so the relocation of under ground cables and water mains can be located to a position of convenience to be connected when the project is almost completed.
This elementary scope of works is pretty much basic stuff,you would expect project Managers would know, but don't,so here lys your problem,you have inexperienced people in charge of projects of magnitude that are not qualified to do the job,hence cost overuns.and significant waste of money.GET THE RIGHT PEOPLE,THEN YOU'LL GET SOMEWHERE.

COMMON CAUSES
• Unrealistic Goals due to: Scope Creeps; Poor Planning; and overambitious timeline.
• Poor Communication as a result of: Misalignment between project teams, stakeholders, and leadership creates confusion around responsibilities and expectations.
• Insufficient Resources that could be as a result of Corruption/Misappropriation and or the lack of: Proper Budget; Dedicated Source(s) of Funding; Timely Releases of Funds; Tools/Equipment; and Appropriate/Requisite Human Resources/Skillset.
• Absent Leadership caused by: Lack of executive commitment, support and or blurred responsibilities. And also bad politicking.
WHAT MATTERS
Ultimately, a project fails when it doesn’t deliver the intended value/benefits, even if it is technically completed on time and on budget, and put to use. Somebody must definitely be held accountable for project failure.
